Since its creation by Law 5/2012, the Catalan tax on stays in tourist establishments has evolved in two ways. On the one hand, it has become one of Catalonia’s largest sources of revenue, and following the reform of Law 5/2017 by Law 2/2026, these funds are allocated not only to the Tourism Promotion Fund but also to the Catalan government’s housing policies. On the other hand, there has been a gradual municipalization of this tax, a turning point reached with the introduction of a municipal surcharge on the tax rates in the city of Barcelona and, more recently, with the extension of this option to the other municipalities in Catalonia.
