This paper will reflect on the state and democracy within a limited timeframe (the first 25 years of the 21st century), attempting to characterize both concepts and identify the continuities and disruptions they have undergone. Along the way, it seeks to understand whether we are witnessing new forms or whether the previous ones remain valid, but subject to adjustments or changes, and whether the current institutional tools of the state and the forms and actors of democracy can adequately and successfully address the high level of conflict present in the international arena. Finally, it will address the issues that will need to be resolved to improve the functioning of the state and democracy in the political and economic reality of the 21st century.
