This article critically analyzes the evolution in constitutional jurisprudence of the competence title of “management of the economic regime of the Social Secu-rity”. The starting point is STC 124/1989, which established a clear criterion: the State competence for the economic regime of the Social Security includes only those executive acts that immediately affect the assets of the Social Security, while the rest of the management acts could correspond to the autonomous regions. However, after the creation of the Ingreso Mínimo Vital and the subsequent STC 158/2021, this title was inconsistently redesigned, with centralizing consequences. STC 19/2024 partially corrects this redesign, introducing an agreement requirement for exercising autonomic competences, although without adequate constitutional justi-fication. The article concludes that this evolution generates legal uncertainty and raises the need to return to the doctrine before STC 158/2021 (the scalpel doctrine) or abandon the obscure concept of “management of the economic regime”.
