The terms under which the budget is drawn up and the budget law is approved and implemented are conditioned by the principle of budgetary stability and finan-cial sustainability. European regulations increasingly emphasize the need for these conditions to be articulated in multiannual plans or frameworks. Since these frame-works are defined and regulated by EU and national laws, the debate that remains to be conducted in Spanish legal doctrine and jurisprudence is whether these frame-works should be considered decisive not only for the preparation of the budget but also for its implementation. That is, whether these budgetary frameworks should be taken into account when exercising the government’s right of “budgetary veto”. The work presented in this summary aims to open this debate.
