    Todo Estado tiene capacidad de acción, incluso los pequeños como Finlandia. El reto es maximizar su influencia y preservar el orden liberal internacional mediante reformas que reflejen el peso económico y político del Oriente y el Sur global; sin ellas, el multilateralismo se erosionará. Aunque imperfecto, este sistema sigue siendo preferible a las esferas de influencia, el caos y el desorden.

    Every state has agency, even small ones such as Finland. The key is to try to maximize influence while preserve the liberal world order through reforms that better reflect the growing economic and political power of the global South and the global East: without such changes, multilateralism will crumble. That system is not perfect, but the alternatives are much worse: spheres of influence, chaos, and disorder.
