It argues that development is increasingly organized around the construction, financing, and control of digital infrastructures. The study examines the nature of data infrastructure as an entity that is simultaneously public, private, and geopolitical. It also identifies three key implications for Latin America: the redefinition of what constitutes a financeable asset, growing dependence on global technology players, and the expansion of market-mediated provision models. The article argues that this dynamic impacts regional autonomy.
