The special agreement is a key institution for ensuring the continuity of contributions and strengthening social protection. It allows workers to enter into an agreement with Social Security, either voluntarily or, in some cases, mandatorily, in order to generate or expand their entitlement to future benefits. It is especially useful for those with contribution gaps in their working life, as it enables them to maintain or improve their pension level with a view to retirement.By signing it, the worker is placed in a status equivalent to being registered and fully assumes the payment of the contributions. Alongside the Ordinary Special Agreement, there are specific forms for particular cases. The article critically analyses this mechanism and concludes that the high cost of contributions may discourage the most vulnerable workers. Therefore, it is proposed to raise its regulation to the rank of law and introduce public co-financing mechanisms.
