The text complies with the presentation of the dossier on community-based policies in five Latin American countries. It also presents what the authors believe are the conditions in which these policies have been forged at the continental level. In this sense, there are relevant regional and global subjects. Among these are different social movements, mainly indigenous, but also urban, feminist and environmental processes that have been affected by global neoliberal policies. There are also clear cultural demands based on ideals of identity and autonomy, among which those promoted by the Cultura Viva movement almost the entire subcontinent stand out.
