  • Strong institutions are an essential requirement for sustainability of democracy and its economic reform programs in Latin America. However, their development goes beyond the mere strengthening of organizations; these can be improved, but economic, social and political transformations cannot occur unless they are accompanied by fundamental changes in the structure of rules and institutional incentives.
