Los cambios en el orden internacional presentan tanto riesgos como oportunidades, especialmente para Latinoamérica. Evitar o contener esos riesgos, y aprovechar las oportunidades, requiere una acción deliberada, coordinada y sostenida por parte de los países de la región. Además, es necesario superar la actual fragmentación política y diplomática, abandonar la atención única en los problemas internos, así como entender que una estrategia de desarrollo, para ser exitosa, debe anticipar y adaptarse a los movimientos tectónicos que se observan en el mundo.
Changes in the international order present both risks and opportunities, especially for Latin America. Avoiding or containing these risks, and taking advantage of these opportunities, requires deliberate, coordinated, and sustained action on the part of the countries in the region. Furthermore, it is necessary to overcome the current political and diplomatic fragmentation, abandon the sole focus on internal problems, and understand that a development strategy, in order to be successful, must anticipate and adapt to the tectonic shifts that are taking place in the world.
