The commemoration of the bicentennial of the Political Constitution of the State of Chihuahua of 1825 offers a historical opportunity to reinterpret, from the standpoint of contemporary constitutional dogmatics and through a historical-comparative analysis, the role that the municipality played in shaping early Mexican federalism. The article examines the establishment of the municipality as the sphere of local government (art. 112) in this foundational text and argues that it constitutes a proto-guarantee and decentralized precedent of the model of municipal autonomy currently enshrined in article 115 of the Federal Constitution. Based on a hermeneutical, dogmatic, and comparative methodology, the study develops a normative and structural analysis that deconstructs the local dimension of the 1825 constitutional order in terms of rights, with particular attention to legal certainty, community organization, and the legitimacy of power at the subnational level, underscoring its relevance in contemporary debates on decentralization and the protection of fundamental rights.
