This article analyzes the complexity of the intergovernmental cooperation model in the field of social services in Spain, a fundamental cornerstone for the effectiveness of the Welfare State. Through an examination of the constitutional framework, it addresses the tense distribution of powers between the State and the Autonomous Communities, which is traditionally characterized by the asymmetrical terminology and protective scopes found across different Autonomy Statutes. Furthermore, it delves into the critical role played by local governments, which serve as the frontline of social assistance under the core principles of proximity and financial sufficiency. The study highlights how the jurisprudence of the Constitutional Court has operated as a vector for regulatory balance in the face of structural rigidities; most significantly, it incorporates the analysis of the recent Ruling 43/2025, of February 12, regarding the legal powers for the initial reception of unaccompanied alien minors. Finally, the paper evaluates current coordination mechanisms, such as the Concerted Plan and the Territorial Council, alongside the cross-cutting application of Article 149.1.1 of the Spanish Constitution as a state-level equalization technique to guarantee minimum standards of citizen protection throughout the national territory
