This essay will study a particular experience that illustrates the legacy of The Federalists Papers in Latin America: The Mexican Constitution of 1917 approved by the Constituent Convention of Querétaro. To accomplish this objective, we will first analyze the contributions of The Federalist Papers considering the theoretical and historical distinction between the “republicanism of the classics” and the “republicanism of the moderns”. Subsequently, we will study the institutional design advocated by The Federalist Papers, which resulted in two distinct but complementary institutional arrangements: a) representative democracy and b) separation of powers. Once this point is reached, we will enter in a third phase the core of the work: analyse the influence of The Federalist Papers on the Mexican Constitution of 1917 approved by the Constituent Convention of Querétaro. Finally, and by way of conclusion, we will study the imbalance that arose in 20th-century Mexico between, on the one hand, the republican, democratic, and federalist ideals embodied in the 1917 Constitution and, on the other, the country’s political reality, which took very different and distant shortcuts from the principles established by our Magna Carta.
