In 2023, the United Nations Secretary-General (SG) presented his annual report on theResponsibility to Protect (R2P), entirely dedicated to the relationship between development and the R2P.United Nations development activities are currently guided by the 2030 Agenda — and reaffirmed by thePact for the Future —; however, its relationship to the R2P is not readily apparent and raises somequestions. The purpose of this article is to explore the relationship between the R2P and the 2030 Agenda— and development in general — based on two key aspects stemming from the concept: the materialscope of the R2P and the SG's strategy. To this end, I will briefly outline these aspects of the R2P and thekey features of the 2030 Agenda and the Pact for the Future. Then I will go on to analyze the SG's 2023report and the debates in the General Assembly, from which I will draw the conclusion that discussingsuch a relationship in the context of the R2P is not useful, because it contributes to a strategy that diverts the focus of the debate instead of moving towards the more controversial aspects of the concept, particularly regarding its third pillar.
