Sixty years have gone by and the specter of the atomic bomb evokes the fears of the Cold War in humanity once again. In both crises we can only suspect, as common factors, the vane levity of two autocrats in Moscow—Nikita Khrushchev and Vladimir Putin—and the comparable incident of using atomic deterrence to balance the dissonance between the world power status of the Soviet Union and the current second order power that is Russia.
