Esse artigo discorre sobre a implementação na Administração Pública do Município de Maringá no Estado do Paraná, Brasil a noção de “responsividade estatal”, portanto, fazendo necessária uma postura firme e ética com relação à integridade e à conformidade dos valores que o Estado deve veicular. Para garantir a sustentabilidade em seus escopos, verifica-se a necessidade de que o mercado, sociedade e Estado desenvolvam um compromisso aberto e franco por meio de mecanismos de prevenção e combate à corrupção e práticas inadequadas. A transparência, o acesso à informação e o Governo Aberto são primordiais à promoção da Governança Pública responsiva, e assim, a Administração Pública Maringaense entendeu por mais democrático e inclusivo proporcionar aos Agentes Públicos e à sociedade a possibilidade de colaborarem com a elaboração do Código de Ética e Conduta da Prefeitura. Mediante a realização de consulta pública disseminada entre Agentes Públicos municipais e sociedade civil, objetivando captar a percepção popular e as prioridades quanto a temas referentes à conduta ética e moral inerentes ao serviço público, aspecto trabalhado na dissertação deste artigo, realizando uma análise quantitativa e qualitativa das respostas, buscou-se diagnosticar como os stakeholders entendem a temática, o que esperam do Poder Público Municipal e ainda, o interesse e adesão na participação da consulta. Tal análise se faz necessária para balizar o andamento das demais etapas de implementação do Programa de Compliance e Integridade, reforçando a importância de um Governo Aberto que proporciona a participação social nas tomadas de decisões do Município.
This article discusses the implementation in the Public Administration of the Municipality ofMaringá in the State of Paraná, Brazil, of the notion of "state responsiveness", therefore, makingit necessary to have a firm and ethical posture in relation to the integrity and conformity of the values that the State must convey. To ensure sustainability in its scope, there is a need for the market, society and the State to develop an open and frank commitment through mechanisms to prevent and fight corruption and inappropriate practices.Transparency, access to information and Open Government are essential to the promotion of responsive Public Governance, and thus, the Maringa Public Administration considered it more democratic and inclusive to provide Public Agents and society with the possibility of collaborating with the elaboration of the Code of Ethics and Conduct of the Municipality. By carrying out a public consultation disseminated among municipal Public Agents and civil society, aiming to capture popular perception and priorities regarding issues related to ethical and moral conduct inerent to publics ervice, an aspect worked in the dissertation of this article, performing a quantitative and qualitative analysis.From the responses, one sought to diagnose how the stakeholders under stand the theme ,what they expect from the Municipal Government and also the interest in participating in the consultation. Such ananalysis is necessary to guide the progress of the other stages of implementation of the Compliance and Integrity Program, reinforcing the importance of an Open Government that provides social participation in the decision-making of the Municipality
