El nuevo gobierno, con la mayoría de dipu-tados a su favor ha replegado a la Guardia Nacional, una policía civil a los cuarteles militares, es decir, la seguridad pública di-rigida por civiles ha pasado a formar parte de las fuerzas armadas, otorgando un poder extralimitado en sus funciones, sin conside-rar las necesidades sociales y el marco jurí-dico que por cierto fue alterado para lograr este cometido que a todas luces no obedece a un estado social y democrático derecho, por lo que en estas breves líneas intentaré diseñar la esencia de una policía civil, con opiniones de la doctrina más influyente y so-bre todo con datos estadísticos del ENVIPE, también proponer una pequeña solución al problema de la inseguridad, la Guardia Na-cional deberá hacerse cargo.
he new government, with a majority in Congress, has relegated the National Guard, a civilian police force, to the military barracks. In other words, pu-blic security, previously managed by civilians has become part of the armed forces. This grants the Na-tional Guard excessive power beyond their intended functions. This action does not consider the social needs or the legal framework. The legal framework was altered to achieve this militarization objective. It clearly contradicts the social principles and democra-tic state governed by the rule of law. Therefore, this research outlines the essence of a civilian police force, drawing on the most influential doctrines and, above all, statistical data from the ENVIPE. The propose solution to the problem of insecurity is that the Natio-nal Guard must be responsible and hold accountable.
