    El presente estudio analiza el marco normativo español sobre gestión de inundaciones, protección civil y sostenibilidad, subrayando la necesaria sinergia entre norma, medioambiente y planificación territorial. Mediante el análisis del caso de Letur (Albacete) del 29 de octubre de 2024, se examina la brecha entre la previsión legal y su aplicación efectiva. El trabajo propone una actuación coordinada entre todos los agentes implicados e identifica las debilidades estructurales que permiten que un fenómeno natural derive en catástrofe

    This study examines the Spanish regulatory framework governing flood risk management, civil protection, and sustainability, highlighting the necessary synergy between legal provisions, environmental protection, and land-use planning. Through a case study analysis of the floods that occurred on October 29, 2024, in Letur (Albacete), it explores the gap between statutory forecasting and its effective implementation. This paper proposes coordinated action among all stakeholders involved and identifies the structural weaknesses that allow natural phenomena to escalate into catastrophes
