En los inicios de la República (1819–1830) se fijaron las bases del sistema educativo moderno. Desde sus comienzos fueron evidentes las relaciones de malestar e incomprensión de la sociedad civil en cabeza de los padres de familia y los maestros de primeras letras por las nuevas pro- puestas. Los conflictos más frecuentes entre unos y otros estuvieron referidos a la incomprensión del método pedagógico (enseñanza mutua o lancasteriano), a la inasistencia de los niños a la escuela, a la inconformidad por las formas de administración de justicia por parte de los maestros, al desacuerdo de los padres por la enseñanza de la religión en escuelas y colegios, a la discontinuidad del trabajo del maestro en la familia y al agotamiento de los maestros por las quejas continuas de los padres de familia.
At the beginning of the Republic (1819 – 1830), public education formed the basis of the modern educational system. From its beginnings the uncomfortable relationships and misunderstanding between society led by parents and teachers began to become apparent. The most common conflicts between them, related to the misunderstanding of the pedagogic method, (mutual teaching or lancasterism), to the absence of the children in the school, to the rejection of the ways of discipline used by the teachers, to the disagreement on behalf of the parents concerning religious instruction in schools, to the discontinuation of the job of teacher in the family and to the tiring of the teachers through continuous complaining from the parents.
