The Author gives an outline of the reasons against an Act enforcing a general working hours reduction as a measure aimed at reducing long term unemployment; the risk of undesirable effects of such a measure in the labour market are particularly stressed. He suggests that, while we keep waiting for a successful full employment public policy, the struggle against long term unemployment can be better performed by measures aimed at both improving the skills of the unemployed workers and increasing the turn over in their ranks rather than by a working hours reduction.
