Social protection has been traditionally conceived, in the Ita-lian legal system, as linked to employment. The present and the future of developed societies demand a different approach to this relation; the Author suggests to break this link: on a basis of gene¬ral solidarity employment and social protection should find their own way to guarantee freedom and substantial equality to all cíti-zens.
