Italian Law 6 June 2025 No. 87 acknowledges as a military grave the wreck of the submarine Scirè that in 1942 sank in battle while attempting an incursion into the port of Haifa. The wreck can be found today on the seabed of the Israeli territorial sea. Due to the uncertain regime of wrecks of warships — under both the United Nations Convention on the law of the sea and the Convention on the protection of the underwater cultural heritage — it would be useful if the States concerned concluded a specific agreement for the protection of the wreck and the human remains that are still on board. In international practice one can find some examples of agreements of this kind.
La legge italiana 6 giugno 2025 n. 87, riconosce come sacrario militare subacqueo il relitto del sommergibile Scirè, che affondò in battaglia nel 1942 mentre cercava di fare un’incursione nel porto di Haifa. Il relitto si trova oggi nel fondo del mare territoriale di Israele. Dato l’incerto regime dei relitti di navi da guerra — sulla base sia della Convenzione delle Nazioni Unite sul diritto del mare, sia della Convenzione sulla protezione del patrimonio culturale subacqueo — sarebbe utile che gli Stati interessati concludessero un apposito trattato per la protezione del relitto e dei resti umani che ancora si trovano a bordo.
