As Orwell imagines in his masterpeace 1984, Newspeak is an artificial language having the purpose to make other modes of thought impossible. The Author paradoxically argues that the «strong powers» of the juridical comunication in the field of the public law — Administrative Courts and administrative law scho-lars — are threatened by the privatization of the legal framework of employment relations that the recent Civil Service reform has provided, and are therefore inventing a Newspeak to make impossible to think the new legal terms — contract of employment, free collec-tive bargaing, major unions as collective agents. The conclusions are that the so called «privatization» of the Civil Service requires to the scholars both in the field of administrative and labour law a new mode of thought.
