The legislative decree no. 29 of 1993 changes profoundly the trade unions role in the public service sector. Trade unions become real collective agents within industrial relations which are no longer jointly managed. Anides 10 and 48 of the decree recognize to trade unions specific rights of information and consultation and introduce an hypothesis of workers participation to the manage¬ment of public administration. The Author deals with the information and con-sultation system as regards both the entitlement to the relevant rights and its object and procedures. The collective agreements signed alter 1993 implement the reform wideníng its scope and specífying the rules of entitlement to the rele-vant rights. The new collective agreements allow a first assessment on the model of collective participation introduced by the reform.
