The article explains the effects of the connection between two important ad-ministrative reforms recently passed in Italy: the «privatization» of the work rela-tions in the public sector and the introduction of an audit system widely founded on «ex post» administrative controls. These two reforms were conceived in 1993¬1994, as a part of the general reorganization of the italian public administration, but they have been left practically isolated. This gives rise to many difficulties and problems also in the interactions between the two mentioned reforms.
