  • The Author analyzes recent government decrees on ground of urgency and their frequent reiterations at a political and technical level in relation to the equilibrium between legislative and executive powers. He then takes into particular consideration the recent decisions of the Constitutional Court. Fi-nally, he analyzes the consequences of the recent production of government decrees not just on the interpretation of laws to be applied but also on their effectiveness.
