The decline experienced by municipal treasuries in many towns of the Kingdom of Valencia during the 17th century led to frequent appeals to the Crown for solutions that would allow them to overcome the bankruptcy they faced due to increasing accumulated debt. After verifying the widespread nature of these requests and the various types of responses received, this work focuses on the implications of the acts of grace through which they were expressed. These acts, while intended to alleviate financial distress, harmed the interests of third parties –the creditors unhappy with the agreements reached in the concordats– or clashed with foral provisions that protected the obligatory respect for contracts, leading to controversies about their legitimacy. The positions and allegations of both sides highlighted the justifying arguments for the use of potestas absoluta, but also the limitations to its effective application arising from the judicial process.
