Influencia del modelo burocrático-populista en la gestión de la investigación: caso Universidad del Zulia

    La administración pública venezolana está impregnada del modelo burocrático-populista instaurado aprincipios del período democrático; sin embargo, el proceso investigativo ha seguido sus propios patrones. Eneste orden de ideas, el presente trabajo tuvo como propósito revisar ese proceso en tres facultades representati-vas del quehacer académico en la Universidad de Zulia (LUZ), a fin de conocer hasta que punto las unidades en-cargadas de la investigación, exhiben conductas o están regidas por el modelo burocrático-populista. La meto-dología utilizada consistió en la revisión de documentos oficiales y bibliografía especializada en la temática, asícomo también, entrevistas a los directores de las unidades de investigación (2007) y encuestas a investigadoresacreditados en el Programa de Promoción del Investigador (PPI) en el 2006. Los resultados muestran que la ges-tión del proceso investigativo, al igual que el resto de los procesos de la universidad, sigue el modelo burocráti-co-populista, mientras que la investigación, propiamente dicha, exhibe formas organizacionales multifunciona-les y flexibles de acuerdo a las circunstancias. Se concluye que la gestión universitaria se mantiene estancada enformatos tradicionales, a diferencia de los investigadores que van avanzando de acuerdo con su entorno y las ne-cesidades que éste les plantea.

    enezuelan public administration has been impregnated by the bureaucratic-populist model establishedsince the beginning of the democratic period. The research process, however, has followed its own patterns. Thefollowing work, based on these facts,has the goal of reviewing such a process in three schools representative ofthe everyday academic world at the University of Zulia (LUZ). The final goal was to evaluate and determine towhat point the academic units in charge of the research process display these behaviours or have been governedby the bureaucratic-populist model. The methodology consisted of a review of official documents and special-ized bibliography on this topic, as well as interviews with research unit directors (2007) and surveys with ac-credited researchers, members of thePrograma de Promocion al Investigador(PPI, Researchers PromotionProgram) in 2006. Results show that management of the research process, as well as of the rest of the universi-ty’s processes, do follow the bureaucratic-populist model, while the research itself showcases flexible multi-functional and organizational forms that adapt to circumstances. Conclusions were that University managementremains stuck in traditional formats, in contrast to the researchers who continue to advance based on their envi-ronments and the challenges that they raise.
