La quinta edición de este Congreso se erige en testimonio del buen hacer del área de Derecho Administrativo de la Universidad de Alcalá y, en particular, de su Grupo de Investigación “Compra Pública Verde”, dirigido por la Profesora Dra. Ximena Lazo Vitoria. Son muchas las incógnitas planteadas por la creciente regulación y difícil plasmación de la contratación pública estratégica, más aún en el actual contexto de incertidumbre y cierta zozobra por el proceso puesto en marcha para la reforma de las directivas europeas en materia de contratación pública estratégica. La deriva de la situación socioeconómica, unida al contexto político vigente tanto dentro como fuera de la Unión Europea, abre cuestiones interesantes sobre cómo abordar en este proceso de reforma los retos de la compra pública verde. Sobre ello versó la primera mesa redonda de esta edición de 2025.
The fifth edition of this Congress stands as a testament to the excellent work carried out by the Administrative Law Department at the University of Alcalá and its “Green Public Procurement” Research Group, led by Professor Dr. Ximena Lazo Vitoria. There are many complex issues raised by the growing regulation and difficult implementation of strategic public procurement, even more so in the current context of uncertainty and concern about the process underway to reform the European directives on strategic public procurement. The drift of the socioeconomic situation, coupled with the current political context both within and outside the European Union, raises interesting questions about how to address the challenges of green public procurement in this reform process. This was the topic of the first round table discussion at this year’s 2025 edition.
