Este estudio analizó la contribución del programa presupuestario de desarrollo social (PP) en materia de seguridad alimentaria “Programa de Salud y Bienestar Comunitario en Yucatán, México”. Se efectuó una evaluación realista del PP en tres municipios para conocer si el programa cumple con el objetivo definido en las Reglas de Operación (ROP) y, en su caso, identificar los aspectos susceptibles de mejora. La metodología se basó en los análisis y principios metodológicos de la evaluación realista, cuya finalidad es explicar los mecanismos causales que, desde diferentes contextos, exponen por qué y cómo funciona el PP. Se evaluó el PP en clave de cultura política. La discusión se realiza desde el enfoque de la “Nueva Ruralidad” y los enfoques MED (Mujeres en el Desarrollo) y GED (Género en el Desarrollo). Los resultados se presentan a partir de tres dimensiones analíticas: 1. Historia, composición e intereses de grupo. 2. Participación política de las mujeres. 3. Articulación con el territorio.
This study analyzed the contribution of the social development budget program (PP) in terms of food security “Community Health and Wellbeing Program in Yucatán, Mexico”. A realistic evaluation of the PP was carried out in three municipalities to determine if the program meets the objective defined in the Operating Rules (ROP) and, where appropriate, identify aspects susceptible to improvement. The methodology was based on the analyzes and methodological principles of realistic evaluation, whose purpose is to explain the causal mechanisms that, from different contexts, expose why and how the PP works. The PP was evaluated in terms of political culture. The discussion is carried out from the perspective of the “New Rurality” and the MED (Women in Development) and GED (Gender in Development) approaches. The results are presented based on three analytical dimensions:
1. Group composition and interests. 2. Political participation of women. 3. History and articulation with the territory.
