El Derecho de la Unión Europea constituye, en la actualidad, la gran envolvente del Derecho administrativo de los Estados miembros y, por ende, también lo es de las formas jurídicas de actuación administrativa tipificadas y reguladas en sus ordenamientos jurídicos. El acto administrativo, principal forma jurídica de actuación administrativa, no podía permanecer inmune. A lo largo del trabajo se valora esa influencia desde dos perspectivas: la afectación a la teoría general y al régimen jurídico del acto administrativo. Mientras la influencia del Derecho de la Unión Europea sobre la teoría general es limitada, su impacto sobre el régimen jurídico de ciertos actos administrativos nacionales es ya considerable y se manifiesta en varios planos: en el si y el cuándo del acto administrativo y, sobre todo, en su régimen de eficacia y permanencia. En cualquier caso, el acto administrativo sigue cumpliendo de forma satisfactoria sus funciones tradicionales, sin perjuicio de modificaciones en su régimen jurídico cuando opera en el ámbito de aplicación del Derecho de la Unión Europea.
European Union law currently operates as an enveloping mantle for the administrative law of the Member States and, therefore, also for the legal forms of administrative action typified and regulated in their legal systems. The administrative act, the main legal form of administrative action, could not remain immune. Throughout the work, this influence is assessed from two perspectives: the impact on the general theory and the legal regime of the administrative act. While the influence of European Union law on general theory is limited, its impact on the legal regime of certain natio-nal administrative acts is already considerable and is manifested on several levels: in the if and whenof the administrative act and, above all, in its regime of effectiveness and stability. In any event, the administrative act continues to satisfactorily fulfil its traditional functions, without prejudice to changes in its legal regime when it operates within the scope of application of European Union law.
