El 25 de septiembre de 2023 se produjo la publicación de la reforma del Reglamento del Congreso de los Diputados en el Boletín Oficial del Estado (BOE), aprobada por el Pleno del Congreso el 21 de septiembre. Este artí-culo analiza dicha reforma que permite y generaliza el uso de las lenguas cooficiales en el Pleno del Congreso, así como en las diversas comisiones y publicaciones de la Cámara. La realización e importancia de esta inves-tigación trata de analizar el alcance real de este nuevo derecho de uso, sus garantías de publicidad en castellano como lengua común y el equilibrio entre la representación lingüística e igualdad de comprensión de cada una de las lenguas cooficiales. Además, se examinará el coste organizativo y económico que se deriva de la interpretación y las diversas traducciones obligatorias. En último lugar, este artículo contrastará el modelo español con otros parlamentos, como son el de Suiza y el de Bélgica para comprobar si la solución adoptada es necesaria, proporcional y sostenible
On 25 September 2023 the reform of the Rules of Procedure of the Spanish Congress, approved by the Plenary of the Congress on 21 September, was published in the Boletín Oficial del Estado (BOE). This article examines that reform, which permits and generalizes the use of co-official languages in the Plenary Sittings of the Congress, as well as in the various committees and publications of the Chamber. The purpose and importance of this research is to analyse the real scope of this new right of use, its guarantees of publica-tion in Spanish as the common language, and the balance between linguistic representation and equality of understanding for each of the co-official languages. In addition, it will examine the organisational and economic cost arising from interpreting and the various mandatory translations. Lastly, this article will compare the Spanish model with other parliaments, such as those of Switzerland and Belgium, in order to determine whether the solution adopted is necessary, proportionate and sustainable
