The present article intends to demonstrate the relation between the sustainable national development and the activity of fomentation as instrument for the accomplishment of this objective, from the Federal Constitution of 1988. Thus, the notion and a brief evolution of the concept of development, to beyond a simple economic growth, will encompass several other variables, and, in the sequence, the promotion activity will be evaluated, in order to make possible a relation between such notions, in the perspective of public fundamental rights. As for the method, we chose to use the hypothetical-deductive method, propitiating the construction of the main hypothesis, which is the existence of a relationship between development and fomentation activity.
O presente artigo pretende demonstrar a relação entre o desenvolvimento nacional sustentável e a atividade de fomento enquanto instrumento para a concretização de tal objetivo, a partir da Constituição Federal de 1988. Assim, buscar-se-á a noção e uma breve evolução do conceito de desenvolvimento, para além do simples crescimento econômico, englobando diversas outras variáveis, e, na sequência, avaliar-se-á a atividade de fomento, a fim de tornar possível uma relação entre tais noções, na perspectiva de atuação da Administração Pública na concretização dos direitos fundamentais. Quanto ao método, optou-se pela utilização do método hipotético-dedutivo, propiciando a edificação da hipótese principal, que é a existência de uma relação entre o desenvolvimento e a atividade de fomento.
