Avances y retrocesos marcan la historia del proceso europeo de integración. Las instituciones de la UE no parecen capacitadas para afrontar el reto de suprimir fronteras nacionales y construir un espacio de mayor dimensión (económica, política y social). Hay graves carencias en materia de financiación comunitaria, política exterior y ciudadanía de la Unión. Una perspectiva histórica —panorámica, sintética— puede ayudar a no ver el futuro necesariamente sombrío.
Advances and setbacks mark the history of the European integration process. The EU institutions do not seem to be able to cope with the challenge of removing national borders and building a larger space (economic, political, and social). There are serious shortcomings in budgetary aspects, foreign policy, and citizenship of the Union. A historical perspective —panoramic, synthetic— could help us to see the future as not necessarily gloomy.
