Partiendo de la idea, que en la Unión Europea impera un sistema de coordinación de los disímiles sistemas nacionales de Seguridad Social, con base en los actuales reglamentos comunitarios, la jurisprudencia del Tribunal de Justicia de la Unión Europea y la normativa que rige las directrices y materialización de la transformación digital europea, el objetivo de este trabajo es analizar las herramientas tecnológicas que pueden emplearse para materializar la digitalización de los servicios públicos que prestan las instituciones de seguridad social por constituir uno de los ejes rectores del programa de la Década Digital y una pieza clave para acceder a los derechos de Seguridad Social establecidos en la legislación aplicable conforme a las normas conflictuales y principios hermenéuticos contenidos, principalmente, en los Reglamentos 883/2004 y 987/2009.
Starting from the idea that the European Union is governed by a system of coordination of the dissimilar national Social Security systems, based on current Community regulations, the jurisprudence of the Court of Justice of the European Union and the regulations that govern the guidelines and materialization of the European digital transformation, the objective of this work is to analyze the technological tools that can be used to materialize the digitalization of public services provided by social security institutions as they constitute one of the guiding axes of the Digital Decade program and a key piece to access the Social Security rights established in the applicable legislation in accordance with the conflict of laws rules and hermeneutical principles contained mainly in Regulations 883/2004 and 987/2009.
