Una de las singulares novedades proporcionada por el régimen provincial del Trienio Liberal (1821-1823) fue la instauración de la novedosa provincia de El Bierzo o de Villafranca. A pesar de haber contado con indudables precedentes históricos como demarcación territorial, su adscripción a la provincia de León se mantuvo invariable en los primeros años de vigencia del régimen constitucional, hasta que en el Trienio Liberal el proyecto de división territorial de España y de instauración de Diputaciones y Jefes Políticos previsto en la Constitución de 1821 acuerde el establecimiento de 52 provincias, con la novedad de las de Calatayud, Játiva y Villafranca del Bierzo.
One of the unique novelties provided by the provincial regime of the Liberal Triennium (1821-1823) was the establishment of the new province of El Bierzo or Villafranca. Despite having had undoubted historical precedents as a territorial demarcation, its assignment to the province of León remained unchanged in the first years of validity of the constitutional regime, until in the Liberal Triennium the project of territorial division of Spain and the establishment of Deputations and Political Chiefs provided for in the Constitution of 1821 agrees the establishment of 52 provinces, with the novelty of those of Calatayud, Játiva and Villafranca del Bierzo.
