El presente producto de investigación tiene como propósito demostrar la necesidad de constituir un instituto de investigación legislativa en el Congreso de Veracruz. Para tal encomienda, el punto de partida es un diagnóstico de las debilidades del proceso legislativo en Veracruz. Posteriormente, se realiza un análisis comparativo de las bondades y beneficios que, en términos de insumos para la toma de decisiones legislativas, ofrecen hoy en día los centros e institutos de investigación legislativa como el de la Cámara de Senadores. Finalmente, se justifican los componentes orgánicos y de operación para la creación de dicha instancia con base a su naturaleza, objeto y estructura orgánica. Se concluye que el Congreso de Veracruz presenta deficiencias en la calidad legislativa, evidenciadas por controversias constitucionales, así como que el área existente es inoperante y que resulta indispensable la investigación legislativa como apoyo técnico.
The purpose of this research product is to demonstrate the need to establish a Legislative Research Institute in the Congress of Veracruz. For this purpose, the starting point is a diagnosis of the weaknesses of the legislative process in Veracruz; subsequently, a comparative analysis is made of the advantages and benefits that, in terms of inputs for legislative decision-making, are currently offered by Legislative Research Centers and Institutes such as that of the Senate. Finally, the content of the initiative for the creation of said body is justified based on its nature, purpose and organic structure.
The work has a qualitative approach, based on the review of a public phenomenon such as legislative work, starting from the review of assumptions such as legislative production, approval of initiatives and the a posteriori result, the latter being the main element of analysis. Methods such as hermeneutic were used for the findings stage, comparative in the case of existing research centers, and analytical for the review of the selected main problem. The scope was descriptive and propositional.
