La Conferencia de Presidentes, establecida hace dos décadas, ha despertado un interés creciente por su papel en la gobernanza de España y por las dificultades suscitadas en la regularidad de sus reuniones. Este artículo analiza su estructura y funcionamiento, para determinar si las comunidades autónomas pueden participar en este órgano en igualdad de condiciones o si, por el contrario, el Estado prevalece.
A través de un repaso del sistema de Conferencias y un análisis específico de la participación autonómica, desde la perspectiva tanto doctrinal como jurisprudencial, se busca evidenciar si las garantías reglamentarias promueven realmente la cooperación entre los diferentes niveles de gobierno o si, por el contrario, limitan la influencia autonómica, propiciando un desequilibrio en favor del Estado.
The Conference of Presidents, established two decades ago, has garnered increasing interest due to its role in Spain’s governance and the challenges associated with the regularity of its meetings. This paper examines its structure and functioning to determine whether the Autonomous Communities can participate on equal terms or whether, instead, the State holds a predominant position.
Through an examination of the system of Conferences and a specific analysis of autonomous participation, from both doctrinal and jurisprudential perspectives, the paper aims to determine whether the regulatory safeguards truly promote cooperation among the different levels of government or conversely, constrain they limit autonomous influence, thereby fostering an imbalance in favour of the State.
