La humanidad ha atravesado sucesivas revoluciones tecnológicas que transformaron profundamente las formas de producción, la organización social y las instituciones. En estos procesos, el derecho humano a participar en los beneficios del progreso científico adquiere especial relevancia; así, para su efectividad resulta fundamental garantizar los derechos a la educación y a la información, habilitando una participación activa en la toma de decisiones. Este artículo examina los sistemas de inteligencia artificial como catalizador de la revolución actual y plantea que la falta de conocimientos adecuados sobre esta herramienta puede afectar el ejercicio de derechos fundamentales. Se analiza el rol del procesamiento de lenguaje natural como factor democratizador del acceso a la IA por su capacidad para superar algunas brechas facilitando el ejercicio del derecho a participar en los avances y se interpreta el alcance del derecho a la ciencia a la luz del bloque de constitucionalidad federal y los instrumentos internacionales de derechos humanos.
Humanity has undergone multiple technological revolutions that have profoundly transformed forms of production, social organisation and institutions. These processes generate economic, social and environmental impacts that demand regulatory responses. In this context, the right of every person to participate in the benefits of scientific progress and its applications becomes particularly relevant and, in order to be effective, it is essential to guarantee the rights to education and information, enabling active participation in decision-making.
This article focuses on artificial intelligence systems as a technology driving the current revolution. It will analyse how lack of knowledge about these tools can affect the exercise of fundamental rights, the role of natural language processing and the potential to reduce gaps and facilitate the exercise of the right to participate in scientific advances and their benefits.
