El artículo examina la naturaleza de la cooperación internacional para el desarrollo que China ofrece al Perú, con el fin de determinar si constituye una expresión de solidaridad internacional o un instrumento de proyección estratégica. A partir de un análisis del marco teórico de la cooperación internacional y de los principios rectores de la cooperación china, se estudian las características de esta relación. El análisis evidencia que China busca diferenciarse de las cooperantes tradiciones mediante el respeto por la soberanía del país receptor, lo que ha favorecido su aceptación. Sin embargo, también procura ampliar su área de su influencia a través de una percepción de cooperación ampliada a sus intereses económicos. Se concluye que el Perú debe adoptar una estrategia que limite la cooperación de la inversión y el comercio, a fin de maximizar beneficios, reducir riesgos de dependencia y fortalecer su autonomía en la relación con China.
The article examines the nature of the International Development Cooperation that China offers to Peru, with the aim of determining whether it constitutes an expression of international solidarity or an instrument of strategic projection. Based on an analysis of the theoretical framework of international cooperation and the guiding principles of Chinese cooperation, the characteristics of this relationship are studied. The analysis shows that China seeks to differentiate itself from traditional cooperators by respecting the sovereignty of the recipient country, which has favored its acceptance. However, it also seeks to expand its sphere of influence through a broader conception of cooperation linked to its economic interests. It is concluded that Peru must adopt a strategy that clearly separates cooperation from investment and trade, in order to maximize benefits, reduce the risks of dependency, and strengthen its autonomy in its relationship with China.
