Con ocasión de la publicación del Decreto 68/2025, de 3 de septiembre, del Consejo de Gobierno, por el que se regula la evaluación del desempeño y la carrera profesional horizontal del personal de administración y servicios de la Administración de la Comunidad de Madrid, este texto analiza dicha norma haciendo énfasis en el marco normativo en el que se inserta y la doctrina de los tribunales sobre estas figuras, que ya cuentan con cierto recorrido en el sistema de la función pública española.
On the occasion of the publication of Decree 68/2025, of September 3, of the Governing Council, which regulates the performance evaluation and horizontal professional career of administrative and service personnel of the Administration of the Community of Madrid, this paper analyzes the Decree, emphasizing the regulatory framework in which it is inserted and the doctrine of the courts on these figures, which already have a certain history in the Spanish civil service system.
