This study explores the concept of collective action on a territorial scale from a legal perspective. The starting point is the observation that most of the instruments relating to agroecological transition are conceived at the level of individual agricultural businesses. However, to be effective and sustainable, many measures and actions need to be taken at the level of landscapes considered as biophysical spaces, and territories considered as organizational spaces. Collective action seems to be the answer. But how should it be implemented? By which actors? And through what measures of formalization and integration into the governance of the territory? Through several scenarios, we will examine whether collective action can become a major lever for public policies dedicated to the agroecological transition.
Cette étude entreprend d’explorer le concept d’action collective à l’échelle territoriale du point de vue du droit. La réflexion part du constat que la plupart des instruments relatifs à la transition agroécologique sont construits à l’échelle individuelle de l’entreprise agricole. Or, de nombreuses mesures et actions, pour être efficaces et durables, supposent d’être déployées au niveau des paysages comme espace biophysique et des territoires comme espace organisationnel. L’action collective semble pouvoir répondre à cette problématique. Comment est-elle mise en œuvre ? Par quels acteurs ? Moyennant quelles formalisation et intégration dans la gouvernance du territoire ? À travers plusieurs scénarios d’actions collectives, nous nous demanderons si elle peut devenir un levier majeur des politiques publiques dédiées à la transition agroécologique.
