    El debate sobre la posible extensión de la votación por mayoría cualificada al ámbito de la Política Exterior y de Seguridad Común es tan antiguo como la propia historia de esta política. Los obstáculos para su efectiva aplicación no han desparecido, pero el singular uso del veto ejercido por algunos Estados miembros en los últimos años y los desafíos que afronta la Unión en la escena internacional han constituido un poderoso incentivo para el cambio. La creación en 2023, a instancias de Alemania, del Grupo de Amigos de la Mayoría Cualificada, puso de manifiesto la voluntad de varios Estados miembros de dar pasos concretos para superar el veto. En este artículo se exponen las alternativas que se barajan con ese fin y la propuesta planteada por siete ministros del Grupo de Amigos en 2023. También se aborda la declaración de 2024 de los miembros del Panel de Expertos creado para asesorar al Grupo de Amigos, del que formó parte la autora de este artículo. Por último, se plantea una propuesta para avanzar en la aplicación de la mayoría cualificada, teniendo en cuenta la efectividad y legitimidad del proceso de toma decisiones.

    The debate on the possible extension of qualified majority voting to the area of Common Foreign and Security Policy is as old as the history of this policy itself. The obstacles to its effective implementation have not disappeared, but the way in which the veto right has been invoked in recent years and the challenges facing the Union on the international stage have provided a powerful incentive for change. The creation in 2023, at Germany’s initiative, of the Group of Friends of Qualified Majority Voting, demonstrated the willingness of several member states to take concrete steps to overcome the veto. This article outlines the alternatives being considered to this end and the proposal put forward by seven ministers of the Group of Friends in 2023. It also discusses the 2024 statement of the members of the Panel of Experts set up to advise the Group of Friends, of which the author of this article was a member. Finally, a proposal is put forward to advance the application of qualified majority voting, taking into account the effectiveness and legitimacy of the decision-making process.
