En las coordenadas del pensamiento crítico, abordar el Estado implica reconocer una paradoja fundamental, ya que el mismo mecanismo hegemónico que ofrece orden debe también generar obediencia, y en esa tensión dialéctica surge, desde nuestra perspectiva, la paradoja estructural entre la cuestión del control social, la seguridad nacional y los derechos humanos. Ante esta realidad, el objetivo de la investigación consiste en interpretar hermenéuticamente la paradoja estructural que emerge de los conceptos y prácticas de control social, seguridad nacional y derechos humanos en el siglo XXI, identificando sus condiciones de posibilidad y sus límites normativos. Metodológicamente, se trata de una investigación hermenéutica de base documental. La interpretación crítica de las fuentes permite concluir que, en la política actual a nivel global, el Estado se manifiesta como un mecanismo de equilibrios y tensiones, ya que su responsabilidad de asegurar la seguridad nacional y ciudadana choca, en todo instante, con su deber específico de salvaguardar los derechos, originando una paradoja política de difícil resolución.
In terms of critical thinking, addressing the state implies recognizing a fundamental paradox, since the same hegemonic mechanism that provides order must also generate obedience, and in that dialectical tension arises, from our perspective, the structural paradox between the issues of social control, national security, and human rights. Given this reality, the objective of the research is to hermeneutically interpret the structural paradox that emerges from the concepts and practices of social control, national security, and human rights in the 21st century, identifying its conditions of possibility and its normative limits. Methodologically, this is a document-based hermeneutic investigation. A critical interpretation of the sources leads to the conclusion that, in current global politics, the state manifests itself as a mechanism of balances and tensions, since its responsibility to ensure national and citizen security constantly clashes with its specific duty to safeguard rights, giving rise to a political paradox that is difficult to resolve.
