Oferta programática del Servicio Nacional del Menor. Programas ambulatorios en el Área Protección de Derechos

    La presente investigación aborda la amplia oferta programática en la línea protección de derechos que está disponible en red SENAME, organismo responsable de cuidar y proteger a la infancia vulnerada en Chile. Reconociendo en sus inicios de esta política pública la protección a los niños abandonados, hoy se presenta como el ente responsable de la protección a la infancia vulnerada en sus derechos. Tres son las áreas de acción en la cual desarrolla la oferta programática, será de nuestro interés el área Protección de Derechos, y conoceremos los principales programas disponibles, sin embargo, nuestra atención se enfoca en los programas de baja complejidad y de carácter ambulatorio. La región del Bío Bío es una de las tres principales regiones en número de población y de desarrollo, situaremos allí la investigación en algunos aspectos que son importantes para identificar las urgencias de los servicios y también las debilidades que presenta en la actualidad. Un punto relevante en este sistema de protección es la participación que tienen las organizaciones y fundaciones sin fines de lucro, las cuales soportan cerca del 90% de las atenciones a lo largo del país.

    The current research approaches the broad offering of programs regarding the protection of the rights of available un SENAME, an organization whose responsibility is safeguard and protect the neglected infants in Chile. Becoming aware early of the beginnings, (onset) of the this public policy of protecting the neglected children, nowadays it appears to be the organization responsible of protecting the infants at risk of their rights.

    There are three areas in which to carry out the programs being offered: Our concern for the areas of Protection of Rights and becoming aware of the available programs, however, our attention its focusses on programs of low complexity and of character of mobility. The Bio Bio region is one of the three principal regionsen terms of population and development. We will center three the research in some aspects that are importants towards the identifying the urgency of the services and, also, the weaknesses that are actually organizations and foundations, which support nearly 90% of the attentions (services) throughout the country
