Ciertamente, la práctica y generalizada imposibilidad de satisfacer el derecho constitucional al disfrute del uso de una vivienda digna se ha convertido en el mayor problema social detectado por la ciudadanía y constatado en todas las encuestas realizadas en los últimos tiempos.
Obviamente, conscientes de la citada emergencia social, los poderes públicos competentes en la materia vienen disponiendo diversas medidas políticas con la finalidad de resolver el grave problema señalado, si bien y hasta la actualidad no han conseguido satisfacer el objetivo perseguido.
En este sentido, el presente artículo procede a analizar sintéticamente los orígenes del problema y a exponer medidas y políticas administrativas plausibles que permitan ofrecer, de una vez por todas, respuestas positivas al ancestral problema que viene lastrando la satisfacción del quinto pilar del Estado de Bienestar.

Obviously, aware of the aforementioned social emergency, the competent public authorities have implemented various political measures aimed at resolving this serious problem, although to date they have not achieved their intended objective.
In this regard, this Article briefly analyzes the origins of the problem and sets forth plausible administrative measures and policies that will allow us to offer, once and for all, positive responses to the age-old problem that has been hindering the fulfillment of the fifth pillar of the Welfare State.
