Este artículo trata de reflejar la elaboración, aprobación y posterior gestión del Plan General de Ordenación Urbana de Gandía, redactado y aprobado en el inicio de la transición democrática.
Gandía es una ciudad media en el litoral de la Comunidad Valenciana, con una población del orden de 50.000 habitantes a principios de los años 80 y de 80.000 habitantes en la actualidad. El término municipal tiene una superficie de 6.145 Hectáreas.
El Plan General de Gandía del año 1983 se puede considerar como un referente en la renovación urbanística en nuestro país, en un momento histórico de la transición al nuevo régimen, con la ilusión de las nuevas corporaciones municipales en modificar el ordenamiento existente y cambiar las reglas de juego que permitieran hacer realidad la ciudad con dotaciones y equipamientos para el ciudadano.
Iniciada su elaboración con la primera corporación municipal democrática resultante de las elecciones de marzo de 1979, el encargo de la redacción se realiza en febrero de 1980. Tras la exposición pública del Avance con los Criterios, Objetivos y Soluciones Generales, las aprobaciones inicial y provisional, las intensas reuniones de trabajo entre septiembre de 1982 y enero de 1983 que finalizan con la «Concreción de los Criterios, Objetivos y Soluciones Generales» se finaliza con la aprobación definitiva en junio de 1983. Hoy, en primavera de 2025, sigue vigente el Plan General de 1983 con su centenar de modificaciones puntuales, la Revisión de la Red Viaria y la Homologación de 1990, sin haber perdido su adaptación a las necesidades cambiantes en los más de 40 años transcurridos.
This article aims to reflect the elaboration, approval and subsequent management of the General Plan for Urban Planning of Gandía, drafted and approved at the beginning of the democratic transition.
Gandía is a medium-sized city on the coast of the Valencian Community, with a population of around 50,000 inhabitants at the beginning of the 1980s and 80,000 inhabitants today. The municipality has a surface area of 6,145 hectares.
The General Plan of Gandía of 1983 can be considered as a reference in the urban renewal in our country, in a historic moment of transition to the new regime, with the illusion of the new municipal corporations to modify the existing order and change the rules of the game that would allow the city to become a reality with endowments and facilities for the citizen.
The report was drawn up by the first democratic municipal council following the elections of March 1979, and the drafting is carried out in February 1980. Following the public presentation of the Progress with Criteria, Objectives and General Solutions, initial and provisional approvals, intensive working meetings between September 1982 and January 1983 which ended with the «Concretion of the Criteria, Objectives and General Solutions» is completed with final approval in June 1983.
Today, in the spring of 2025, the 1983 General Plan with its hundred of specific modifications, the Road Network Revision and the 1990 Homologation, without having lost its adaptation to the changing needs in the more than 40 years that have elapsed.
