The essay analyses the initiatives adopted by several local authorities, mainly city councils, with the aim to secure minimum wages through a strategic use of public procurement. After examining the content of the relevant municipal resolutions, a qualification of the minimum wage requirement is proposed as a "Condition for performance of contracts" within the meaning of Article 70 of Directive 2014/24/EU. In the second part of the essay, it is argued that these forms of socially responsible public procurement mark a new role for cities in addressing social challenges which is fully coherent both with EU rules and principles regarding competition and freedom to provide services, and with the national constitutional rules concerning the competence to regulate employment relations.
