La presente investigación introduce un aporte al actual funcionamiento de los gobiernos regionales, ya que se centra en identificar si cuentan con las capacidades suficientes para cumplir las funciones que les encomienda la ley. En ese sentido, el estudio se enfoca en la base orgánica y no en la presupuestaria.
En tal sentido, se desarrollan conceptos importantes que guiarán la investigación, así como, la utilidad que presentan para el estudio, dado que se identifican variables que analizan el funcionamiento de los gobiernos regionales. La técnica de investigación utilizada fue la de revisión documental y la recopilación de los datos se realizó a través de páginas web.
Finalmente, se presentan los hallazgos más relevantes, como el caso del gobierno de Valparaíso, el cual presenta resultados desfavorables respecto dos de las cinco variables aquí estudiadas
This research contributes to the current functioning of regional governments, as it focuses on identifying whether they have the necessary capacities to fulfil the functions assigned to them by law. In this regard, the study does not focus on the budgetary aspect, but rather on the organizational foundations. It develops key concepts that guide the investigation and explains their relevance to the study, as variables are identified to analyse the functioning of these governments. Data collection is carried out through official websites, and document analysis.Finally, the results are presented both in general terms and in more specific detail, highlighting the most relevant findings such as the case of the Valparaíso regional government, which present unfavourable results about two of the five variables studied here
