La seguridad ha sido una preocupación siempre presente en la existencia del Hombre; todos, incluso los más profanos tienen una noción de lo que es, aunque existan múltiples definiciones de seguridad. La más aséptica, la que nos ofrece el diccionario de la Real Academia de la Lengua Española que define seguridad como la “cualidad de seguro” para, a continuación, definir la palabra seguro como: “libre o exento de peligro, daño o riesgo”.
Uno de los peligros que ha acompañado permanentemente a la civilización humana es el terrorismo, aunque no haya recibido específicamente ese nombre hasta el siglo XIX. El terrorismo es una forma de violencia política, que utiliza el terror y a la población como rehén para sus fines. Su empleo es tan antiguo como el ejercicio del poder. De hecho, la violencia entre los hombres se reflejó desde el principio de su existencia cuando la Biblia narra el asesinato de Caín a su hermano Abel, dejando para la posteridad el calificativo de “estirpe de Caín” como sinónimo de asesino. Fuera de la lectura moralizante de la Biblia, lo cierto es que la inseguridad y el crimen siempre ha preocupado y, hechos tan reprochables como el atentado contra la vida humana han sido reflejados en las crónicas de cualquier tiempo.

Outside of the moralizing reading of the Bible, the truth is that insecurity and crime have always been a concern and events as reprehensible as the attack on human life have been reflected in the chronicles of any time.
